Sealed proposals addressed to:

CASS COUNTY COMMISSION
Cass County Courthouse
Harrisonville, MO 64701

and endorsed "Proposal" for constructing E. 163RD Street will be received by the Commission until 2:00 p.m. (Prevailing Local Time) on the 6th day of September 2018, at the office of the Cass County Commission, Cass County Courthouse, Harrisonville, Missouri 64701, and at that time will be publicly opened and read.

The proposed work includes:

Surfacing and constructing approximately 2,600 feet of 24’-0” Roadway with 4” Type I Asphaltic Base Course (placed in 2” lifts) and 2” Type 3 Asphaltic Surface Course. Project starts at SR 291 and proceeds east approximately 2,600 feet.

Cass County Commission hereby notifies all bidders that it will affirmatively ensure that on any contract entered into pursuant to this advertisement, business owned and controlled by socially and economically disadvantaged individuals will be afforded full opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, religion, creed, sex, age, ancestry or national origin in consideration for an award.

Specifications may be inspected in the offices of the Cass County Clerk, Harrisonville, Missouri. Copies of the Contract Documents desired for bidding purposes may be obtained from Cook, Flatt & Strobel Engineers, P.A., 2930 SW Woodside Drive, Topeka, KS 66614 upon payment of a deposit in the amount of $50.00. There will be no refund of the deposit. The project manual becomes the property of the prospective bidder and are not returnable. The successful bidder will be furnished three specification books. If additional sets are needed, they will be sold to him at cost.

Note: All prime contractors must be on MODOT’s Approved Contractor Listing 7 days prior to bid opening.

Missouri Law, 292.675 RSMO, requires the awarded contractor and its subcontractors (S) to provide a ten-hour occupational safety and health administration (OSHA) construction safety program (or a similar program approved by the Missouri Department of Labor and Industrial Relations as a qualified substitute) for their on-site employees (laborers, workmen, drivers, equipment operators and craftsmen) who have not previously completed such a program and are directly engaged in actual construction of the improvement (or working at a nearby or adjacent facility used for construction of the improvement). The awarded contractor and its subcontractor (S) shall require all such employees to complete this ten-hour program, pursuant to 292.675 RSMO, unless they hold documentation on their prior completion of said program. Penalties for non-compliance include contractor forfeiture to Cass County in the amount of $2,500, plus $100 per contractor and subcontractor employee for each calendar day such employee is employed beyond the elapsed time period for required program completion under 292.675 RSMO. 

Proposals must be on forms provided. 

In order for proposals to be considered to be responsive, they should include the following as a minimum: 
• Bid Form
• Anti-Collusion Statement
• 5% Bid Bond

Contract will be awarded to the lowest responsible responsive bidder. The right is reserved to reject any or all bids.

No 2nd tier subcontracting will be allowed on the project.
